Install Arbiter programs in Microsoft Windows Vista:

  1. Download the Arbiter software.
  2. Open the saved file location.
  3. Right-click on the saved file and select Properties.
    Open File Properties

  4. Click the Compatibility tab
  5. Click the box next to Run the program in compatibility mode for:
    Change Compatibility Mode

  6. Make sure the choice below this box reads Windows XP (Service Pack 2)
  7. Click OK
  8. Double-click the application file to start the installation
  9. Follow the prompts

In order to run 32-bit .hlp files (WinHlp32.exe) in Vista then you have to install one of the following programs.
